About the Position:
The incumbent serves as the command expert for the development, integration, analysis and evaluation of U.S. Africa Command’s (USAFRICOM) $1 billion security cooperation (SC) program under the Deputy for Programs, Strategy, Plans, and Programs Directorate (J5), USAFRICOM in Stuttgart, Germany.


  • Provide detailed assessment, monitoring, and evaluation (AME) of AFRICOM’s security cooperation requirements for 53 partner nations across the African continent and interprets DoD/DOS policy implications for AFRICOM to achieve optimal prioritization.
  • Define and promulgate the intellectual framework required to develop capability packages appropriate for African partners that directly advances or achieves TCP objectives.
  • Provide justification to the AFRICOM theater campaign plan (TCP) in support of intermediate military objectives and capability objectives for 53 partner nations (PN) across Africa.
  • Lead program integration, alignment and secure required resources from the state department political-military bureau and Africa Bureau.
  • Advise on the management, development, planning and execution of DoD and state department theater security cooperation programs.
  • Develop authoritative information papers and briefs that explain how security cooperation programs implement country cooperation plan objectives and theater campaign plan intermediate military objectives by, with and through African partner nations.
  • Provide expert advice and informed security cooperation program description to support the Deputy J5 for security cooperation interaction with DoD and DOS leaders in Washington DC to ensure program integration and alignment.
  • Serve as the acting deputy J5 for security cooperation in his/her absence.

Travel Required

Occasional travel - Temporary Duty (TDY) or business travel requirement of 5% of the time.
