Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-APF-W6L6AA USAE US AFRICA CMD.
This position is located at HQ US Africa Command, Stuttgart, Germany.

Responsibilities

  • Technically and Administratively supervises Security Specialists including employee counseling, assignment of work, and review of finished work for completeness and accuracy, and employee performance evaluations.
  • Develops and promulgates security policies, programs, and procedural guidance, through the interpretation of U.S. Laws and Executive Orders, to senior officials located throughout the AFRICOM AOR.
  • Serves as the senior U.S. Africa Command (AFRICOM) Information Security Program Manager (Command Security Manager) for the headquarters and geographically separated units in more than 50 countries throughout the AFRICOM area of operation (AOR).
  • Serves as the authoritative source and subject matter expert for senior management on all matters relating to physical security functions within the AFRICOM AOR.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Duty outside normal work hours may be required to resolve problems that are subject to occur on a 24-hour/7-day a week basis.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SSBI with eligibility for sensitive compartmented information (SCI).
  • Temporary Duty Travel (TDY) may be required 20% or less of the time.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience in security administration and security program evaluation, developing and promulgating security policies, procedural guidance, and training of security programs that support various security functions in two or more of the following areas: Information Security (INFOSEC), Physical Security (PHYSEC), Industrial Security (INDUSEC), and/or Security education. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
